Phillip González spoke ten years ago with regard to Globalization and the Technical Revolution. He explained that the norms which regulate social relations are changing in the world today. Dealing with new concepts such as “corporate competitivity” or “digital intelligence” in those which outlined problems affecting the development of the Information and Communication Society. Fernando Vallepín, Lecturer at the Autonomy University of Madrid, presented the Plenary Session for the 18th of February. Marco Cappato, Italian europarliamentarian, speaking alongside González, tackled the issue of “e-democracy” and the philosophy of the free software community
